Not a street-legal low-speed vehicle (LSV). California Vehicle Code 21260 allows an LSV only on roadways with a posted speed limit of 35 mph or less. It may cross a faster road at an intersection when the crossing starts and ends on a roadway posted 35 mph or less. An ordinary golf cart that is not an LSV is more limited: it may only use roads where a local ordinance or golf cart transportation plan permits it.
Any public road with a posted speed limit of 35 mph or less, unless a city or the state restricts LSVs on it (CVC 21260). Freeways and roads posted 40 mph or more are off limits except for crossing at intersections. Golf Cart Map shows these roads in green and the forbidden 40+ mph roads in red.
Under CVC 385.5, a low-speed vehicle is a motor vehicle with four wheels that can go faster than 20 mph but no faster than 25 mph, weighs less than 3,000 pounds gross, and meets federal LSV safety standards (FMVSS 500). LSVs must be registered, insured and driven by a licensed driver.
OpenStreetMap speed tags, posted speed-limit signs detected in Mapillary street imagery, and verified city sources such as council speed surveys. Small residential streets without a posted limit are assumed to be 25 mph. Posted signs always take precedence over the map.
